PM Drew Announces CBI Reform Law with Residency and Biometric Rules

Prime Minister, the Honourable Dr. Terrance Drew, has announced major reforms to the Citizen by Investment (CBI) programme in St. Kitts and Nevis, aimed at boosting transparency, security and international credibility.

Prime Minister Drew confirmed on Tuesday that new legislation will soon be presented to Parliament. The proposed law will introduce a mandatory residency requirement and biometric verification systems including fingerprinting and in person or virtual interviews.

The Prime Minister stated the goal is to safeguard the country’s national interest and uphold the integrity of the Federation’s highly respected passport.

The changes are designed to align the CBI programme with global best practices, address concerns about applicant ties to the country, and reinforce Saint Kitts and Nevis’ position as a trusted player in international investment migration.

Prime Minister Drew stressed that the CBI is “the business of the people” and his administration remains committed to transparency, integrity and sustainability in the programme’s operations.
