Government Clarifies Nevis Development Authority Under New Law

The federal Government is moving to set the record straight on rumors surrounding the recently passed Special Sustainability Zone Authorization Bill, 2025.

The government has clarified that the Prime Minister does not have the authority to unilaterally approve development projects on Nevis. However, the law clearly states that any development on Nevis requires the explicit approval of the Premier and the Nevis Island Administration before it can move forward.

The Act further provides that the Prime Minister must first consult with the NIA, and no agreement can be signed without the NIA’s prior approval. This safeguard ensures that Nevis retains full authority over development matters, in keeping with its constitutional rights.

The Bill, passed on August 11th, creates Special Sustainability Zones, designated areas for investment that meet strict environmental, climate resilience and infrastructure standards. The government says the legislation is designed to attract high quality foreign investment, diversify the economy and create long term jobs while protecting the Federation’s sovereignty.

Prime Minister, Dr. Terrance Drew, reaffirmed his administration’s commitment to transparency, cooperation and respect for the constitutional integrity of both islands, as St. Kitts and Nevis works towards a sustainable and prosperous future.
