Are health officials infringing on the rights of individuals in the general public?

Prevention methods include fogging; setting of mosquito traps and disposing of water that may be a breeding source for mosquitoes.

These take place in and around the properties and homes of individuals.  But can heath officials just enter one’s property to carry out either of these processes without permission?
