Saint Kitts and Nevis Takes Leading Role in Global Tax Negotiations

Attorney General of Saint Kitts and Nevis, the Hon. Garth Wilkin, participated in the First Working Session of the Intergovernmental Negotiating Committee (INC-Tax) for drafting the United Nations (UN) Framework Convention on International Tax Cooperation.

His election as Vice President of the INC-Tax Bureau, has positioned the federation as a leader on issues including financial security, economic mobility, and sustainable development.

The INC-Tax is developing two protocols that will focus on taxing cross-border services in a digitalized economy, and another on resolving tax disputes. Saint Kitts and Nevis’ leadership ensures that “Kittitians and Nevisians interests are front and center of international negotiations.”

Delivering the Caribbean Community (CARICOM) Statement, Senator Wilkin noted that “the current international tax architecture presents significant barriers to CARICOM member states… due to limited administrative capacities… restrictive bilateral tax treaties… and complex transfer pricing rules.”

He emphasized that “this is why CARICOM believes the Framework Convention we craft must be anchored in the principle that efforts in international tax cooperation should be universal in approach and scope… and should fully take into account the different needs and capacities of all countries…”
