That was Deputy Prime Minister and Federal Minister with responsibility for Energy, Shawn Richards, speaking on the theme for CARICOM Energy Month (CEM) 2021, typically celebrated throughout the month of November. 

The Minister also went into detail on how the transition to renewable energy will aid in sustainable development:

Some of the activities planned for Energy Month are: a door decoration competition among primary schools and a science competition among secondary schools.
